Judge Ivo Nelson de Caires Batista Rosa has been a Judge of the Mechanism since it commenced operations in July 2012. In this capacity, Judge Rosa has been involved in a variety of matters, including as a Single Judge, as reserve Judge in the Kabuga trial, and as a member of the Appeals Chamber in the Karadžić and Šešelj cases. He has been a member of the Mechanism’s Rules Committee since 2022.
Judge Rosa has also served within the Portuguese judiciary in criminal, civil, family and employment cases since 1993. He is currently a criminal Judge at the Lisbon Court of Appeal. Earlier in his career, he served as a Judge of the Supreme Court of East-Timor, interim President of the Court of Appeal of East-Timor, and Judge at various district courts in East-Timor. In addition, Judge Rosa has been working with the Portuguese Centre for Judicial Studies since 2006. Throughout his career, he has been responsible, as Investigating Judge, for jurisdictional functions concerning investigations in the fields of terrorism, drug trafficking, money laundering, corruption, and economic and financial crimes, both at the national and international level.
Separately, Judge Rosa served as a mentor for local Judges within the framework of the United Nations Programme for Reinforcement of the Judicial System in East-Timor (2006-2008) and the European Union Programme for Supporting the Sovereignty Organs and the Rule of Law in Guinea-Bissau (2009-2010).
Judge Rosa holds a bachelor’s degree in law from the University of Coimbra, Portugal (1990). He is fluent in English and Portuguese.
