Judge Margaret M. deGuzman has been a Judge of the Mechanism since December 2021. In this capacity, she has been involved in a variety of matters, including as a member of the Trial Chamber in the Kabuga case, and as a member of the Appeals Chamber.
Aside from her duties as a Mechanism Judge, Judge deGuzman is a James E. Beasley Professor of Law at Temple University Beasley School of Law, Philadelphia, United States of America (since 2009), and Co-Director of Temple University’s Institute for International Law and Public Policy. She is also a Senior Legal Advisor to the Public International Law & Policy Group, Washington DC, USA (since 2016), and sits on the board of the Center for International Law and Policy in Africa.
Earlier in her career, Judge deGuzman worked, inter alia, as a litigation associate specialising in criminal defence (2001-2007), and as a consultant with the War Crimes Research Office, American University Washington College of Law, Washington DC, USA (2007). She was also an advisor to the Senegalese delegation to the Rome Conference on the establishment of the International Criminal Court.
Judge deGuzman has authored numerous publications in the field of international criminal law and has served as board member of several professional organisations and academic journals, including the African Journal of International Criminal Justice. She is also Co-Chair of the American Society of International Law’s Women in International Law Interest Group.
Judge deGuzman holds a bachelor’s degree in foreign service from Georgetown University, Washington DC, USA (1992); a master’s degree in law and diplomacy from The Fletcher School at Tufts University, Medford, USA (1996); a juris doctor from Yale Law School, New Haven, USA (1999); and a Ph.D. from the Irish Center for Human Rights, National University of Ireland, Galway, Ireland (2015). She was also a Fulbright Scholar in Darou Ndiar, Senegal (1993). Judge deGuzman is admitted to the bar in New York (2002) and California (2001). She is fluent in English, French, and Italian, and speaks Spanish and Wolof.
