Judge Claudia Hoefer has been a Judge of the Mechanism since February 2019. In this capacity, she has adjudicated a variety of matters, including as a Single Judge and as a member of the Appeals Chamber in the Stanišić & Simatović case.

Prior to her appointment as a Mechanism Judge, Judge Hoefer served as a Legal Officer and Senior Legal Officer in the Chambers of the ICTY (2001-2017), during which time she worked on both trial and appeal proceedings. Between 2014 and 2017, Judge Hoefer also served as a Focal Point for Women at the ICTY, where she worked, inter alia, on promoting greater awareness of gender issues and a gender-sensitive working environment.

In addition to her role at the Mechanism, Judge Hoefer is a Prosecutor within the Office of the Federal Public Prosecutor of Germany in Karlsruhe, where she investigates and prosecutes international criminal law cases. She previously worked as a Senior Civil Servant in the Ministry of Finance of the State of Baden-Wuerttemberg, Germany (2018-2021). Earlier in her career, Judge Hoefer worked as a Senior Research Fellow at the Max Planck Institute for Foreign and International Criminal Law in Freiburg, Germany (2000-2001), and was a Visiting Researcher at the University of Michigan Law School, United States of America (1998). Judge Hoefer has published and lectured on international criminal law and gender equality.

Judge Hoefer studied law at the University of Freiburg Law School, Germany, successfully completing the German First State Exam (1994) and the Second State Exam (1996). She is fluent in English, French, and German.
